I am Francoise Brun-Cottan. for 3 years I was the Emergency Preparedness delegate at large for the Foster Powell Neighborhood Association. I was Inspired by what I saw in the Fernwood neighborhood on a trip to Victoria B.C. and learned that the creative artistry of the Paintings on Telegraph Poles project brought pride and identity to that neighborhood while it was beset with various social difficulties. Foster-Powell in Portland is growing and such a project could help neighbors develop community relationships and project pride of place. Foster Powell, Spearheaded by Ellie Russell , gained experience with beautification and community building with the project at Essex Park.
